Do _NOT_ hijack Ctrl+S. It is not your key combo to mess with.
Ctrl+S is not to be hijacked in the default install under any circumstances.
Could you please let us know after what actions exactly it started happening and what exactly happens when you press the mentioned key combination?
Please also specify what versions and editions of dbForge SQL Complete, SSMS or VS you are using.

VS 2015u1 Enterprise + SSDT, SQLComplete 5.1.46 Standard. Ctrl+S was chorded to Ctrl+I for inserting semicolons after a fresh install, overriding save in all .sql files. It had to be disabled under Tools > Options > Keyboard > SQLComplete.InsertSemicolons, and was reproducible across our team.
